DN 07/2020 Malton police estate

The Commissioner has decided to approve the release for sale Malton police station and police houses, and to approve capital and revenue funds for Malton neighbourhood policing team to co-locate in Ryedale House, maintaining a presence in Malton.

This meets the Estates Strategy and is supported by the Chief Constable.  In addition, plans are in train to locate the district’s response team and other policing resources to a new, more accessible location, with details available in due course.

The Malton neighbourhood policing team will therefore co-locate with the District Council in Ryedale House, next door to the current police station, and to locate the district’s response team and other policing resources at a new, more accessible location.

Background

Ryedale District Council (RDC) approached North Yorkshire Police (NYP) in late 2019 with the idea of creating a local multi-agency hub, the Ryedale Hub, in the council offices at Ryedale House on Old Malton Road. The opportunity to co-locate the neighbourhood policing team with RDC in Ryedale House, as has previously been done very successfully and with significant benefits with the councils in Scarborough and Selby, is very welcome. This will allow NYP to retain a presence in the centre of the town and will ensure better partnership working to tackle local issues.

The Malton police station will not be sold until this proposal is further developed, approved and ready for teams to move into. Response and other policing teams will continue to work from the current police station until that time. However, the Ryedale Hub will be ready by May 2020 and the neighbourhood policing team will be able to relocate then. A specification and proposal for NYP’s requirements in the hub has been developed, sharing facilities wherever possible.

Currently the estate in Malton costs NYP £104,288 to maintain annually. NYP’s contribution to the Ryedale Hub will be £25,000, and there is earmarked funding to support the district’s response teams and other resources.  These costs are yet to be confirmed, but projections indicate a significant saving which will in turn be redirected into frontline policing.  That will be confirmed in a later Decision Notice regarding the district’s response team.

Financial and Commercial

The Commissioner’s Chief Finance Officer and S151 Officer has advised that the financial information contained with the decision are a reasonable estimate based on current information and the proposed sale is expected to provide an overall saving to the public purse when the Hub at Ryedale is developed.
