DN 07/2018: Joint Corporate Governance Framework

Background
It is a requirement of good governance in public service that staff within such organisations are clear about who can make what decisions in what circumstances, and the principles on, and guidance and parameters within, which those decisions should be made. Providing that clarity is the basis of any accountability framework and this enables individuals to be held to account for those functions delegated to them.
At the beginning of her second term of office, the PCC requested that her governance framework be fully reviewed to consider lessons learnt and nationally recognised best practice. A review was conducted and the governance framework rewritten to ensure greater clarity about delegations and consents across the entire organisation, to help empower people within the organisation to make decisions at the right level within the organisation based on these revised checks and balances.
The aim of this review is to provide such clarity so that the organisation can start a process to reduce bureaucracy and increase efficiency. This will be further enhanced through a review of financial, contract and property regulations.

The PCC has consulted with the Chief Constable and has approved the new Joint Corporate Governance Framework.

The PCC’s CEO and Monitoring Officer has been directly involved in leading the revision of this scheme and has endorsed its content.
Financial and Commercial
The PCC’s Chief Finance Officer and S151 Officer has advised that he is content that the revised Code of Corporate Governance provides the necessary clarity to the organisation in relation to the parameters in which financial decisions can be made, as well as wider governance issues, and is content that these are in accordance with the statutory instruments and national guidance to which the PCC has to adhere or have regard.
