050/2013 – Appointment of Independent Member of the Joint Audit Committee – 28 May 2013

Executive Summary and recommendation:

In accordance with the statutory Code of Practice for Financial Management in the police service, Police and Crime Commissioners and Chief Constables must establish joint Audit Committees made up of persons independent of the Office of Police and Crime Commissioner and the Police Service. The arrangements for the Joint Audit Committee were put in place by way of Decision Notice 02/2012.

The Joint Audit Committee for North Yorkshire currently has 1 vacancy for such independent persons. This proposal recommends the appointment of Howard Cutler, who as a former Human Resources Director has extensive experience in the management of all aspects of the HR function and is currently self-employed as HR Consultant specialising in Employment Law. Mr Cutler also served as a JP from 1995 to 2013. The Chief Constable has been consulted and assents to the appointment

That Howard Cutler be appointed as a member of the Joint Audit Committee.
