Executive Summary and recommendation:
To approve the renewal of the insurance programme and the refinements to policy coverage detailed in Part 2.
Authorise the expenditure to meet the cost of cover together with the estimated expenditure in respect of the declaration premiums as detailed in Part 2.

Part 1 – Unrestricted facts and advice to the PCC
- Introduction and background
In 2011/12 a tender exercise was carried out to seek insurance providers for the full insurance portfolio and the insurance programme was arranged as follows:- Risk Management Partners (RMP) provide cover in respect of Liability, Motor, Material Damage, Business Interruption, Terrorism, Money, All Risks, Fidelity Guarantee, Personal Accident, Travel, Engineering including the inspection contract, Computer and Contract Works.
- Aon Aviation provide cover for Airside Liability.
- MAPS provide cover in respect of Motor Uninsured Loss Recovery.
A long term agreement (LTA) with RMP and MAPS was agreed for a period of three years with the option to extend for a further two years.

This report seeks approval for the renewal of the insurance programme for 2013/14 and the variations in respect of the insurance covers for Terrorism and Fidelity Guarantee (see Part 2) together with the associated expenditure to meet the cost of cover. - Other options considered, if any

The Regional Procurement Team have been consulted in connection with the procedure to be followed in respect of the change of insurer for the terrorism insurance policy. - Financial Implications/Value for money
Part 2 of the Notice details the insurance providers and the cost (including 6% insurance premium tax) of each cover. The total premium spend for 2013/14 is £441,300. The cost will be paid from the insurance premiums, declarations and fees budget, for which the Director of Legal & Compliance Services is the budget holder. There is sufficient budget available to fund these arrangements as set out in this notice. - Legal Implications

Public Access to Information
The Police and Crime Commissioner wishes to be as open and transparent as possible about the decisions he/she takes or are taken in his/her name. All decisions taken by the Commissioner will be subject to the Freedom of Information Act 2000 (FOIA).
As a general principle, the Commissioner expects to be able to publish all decisions taken and all matters taken into account and all advice received when reaching the decision. Part 1 of this Notice will detail all information which the Commissioner will disclose into the public domain. The decision and information in Part 1 will be made available on the NYPCC web site within 2 working days of approval.
