026/2014: Police Innovation Fund 2015/16 – National ANPR – 30 December 2014

Executive Summary and recommendation:

This Decision Notice provides the Commissioner with the overview of an additional  Police Innovation Fund bid that is recommended for submission by North Yorkshire Police as lead Force.  Assistant Chief Constable Paul Kennedy of North Yorkshire Police is lead for the National Automatic Number Plate Recognition (ANPR) programme.

This bid has been developed to support the key priorities of this national programme which are complimentary with the priorities of the recently refreshed Police and Crime Plan.

The National ANPR Service is an innovation which will benefit all 43 Police forces nationally and the other Law Enforcement Agencies which utilise ANPR. The  National service will provide a cloud based solution for ANPR data storage, and also host the analytical software required to search that database. The service would be available to all Home office forces which contribute 80% of anticipated demand, whilst 20% of demand would be utilised by non Home office organisations and other Law Enforcement Agencies. The NAS will be of direct benefit to, and ensure operational continuity for, the DVSA, DVLA, NCA, the Department for Transport (DfT), Police Scotland; Police Service Northern Ireland; MoD Police; Civil Nuclear Constabulary; HMRC; and the Security Service.

Supporting this national service would allow North Yorkshire Police to take advantage of additional analytical capability, which would enhance our ability to tackle cross-border criminals, for the benefit of North Yorkshire communities.

It is recommended that the Commissioner approve the submission of a bid to the Police Innovation Fund that if successful would support the development of the National ANPR Service.

 Part 1 – Unrestricted facts and advice to the PCC

  1. Introduction and background

1.1.  The Minister for Policing, Criminal Justice and Victims wrote to all Police and Crime Commissioners (PCCs) on 6 October 2014 detailing the timetable for the 2015/16 Police Innovation Fund and invited nominees for the Police Innovation fund event held on 6 November 2014.  The Commissioner had representation at the briefing where the detailed arrangements for the 2015/16 bidding round were set out.

1.2.  Bidding for the Police Innovation Fund 2015/16 formally opened on 3 November 2014 and was due to close on 12 December 2014, however the window was extended to 2 January 2015.  As with the previous bidding round any bid requires formal sign off by the Commissioner.  This Decision Notice once signed will comply with these requirements in full.

1.3.  The funding for the Police Innovation Fund has been adjusted since the 2014/15 to the effect that the available fund has increased from £50m and now totals £70m.  As with the previous year the source of the funds is effectively a reallocation of funds previously allocated to Police and Crime Commissioners.  It is recognised that this is a trend that is likely to continue and as a result there is a need to focus effort in order to prepare competitive bids that complement the priorities identified in the recently refreshed Police and Crime Plan.

1.4.  The development of the National ANPR Service bid has been overseen and directed by Assistant Chief Constable Paul Kennedy as national lead for ANPR development.  This bid for funding to the Police Innovation Fund to support this initiative is ambitious in that it applies for the all of the funding to progress the project.  It can therefore be recommended to the Commissioner for submission to the 2015/16 funding round as there are no local financial implications should the bid be successful.

1.5.   This Decision Notice provides the Commissioner with the overview of the National ANPR Service Police Innovation Fund bid that that is recommended for submission by North Yorkshire Police as lead Force.

  1. Matters for consideration

2.1.  National ANPR Service (NAS)  Appendix A

This is an innovation which will benefit all 43 Police forces nationally, and the other Law Enforcement Agencies which utilise ANPR. The  National service will provide a cloud based solution for ANPR data storage, and also host the analytical software required to search that database. The service would be available to all Home office forces which contribute 80% of anticipated demand, whilst 20% of demand would be utilised by non Home office organisations and other Law Enforcement Agencies. The NAS will be of direct benefit to, and ensure operational continuity for, the DVSA, DVLA, NCA, the Department for Transport (DfT), Police Scotland; Police Service Northern Ireland; MoD Police; Civil Nuclear Constabulary; HMRC; and the Security Service.

The National ANPR Service is a “cloud” based solution which will store all ANPR Data in one national collection, removing the need for 43 separate Back Office Functions, (BOF). The NAS will offer far greater functionality allowing more complex forms of analysis. It will provide better data management, addressing privacy concerns, offering improved compliance with the regulators. The NAS will also allow for far more effective searching by allowing forces full access to the entire national data set.

If successful there are no financial implications of this bid for the Commissioner as the bid seeks 100% of the funding for this National Service to be funded from the Innovation Fund. 

  1. Other options considered, if any

Other funding sources for this initiative are actively being explored these include the newly developed funding sources announced by the Home Office.  These are as follows:

  • Police Knowledge Fund (£5m) – this is linked to driving improvements in the same way as the Innovation Fund.
  • Major Projects Fund (£40m) – this will support development of the National Police Data Programme, Home Office Biometrics and the Emergency Services Mobile Communications Programme.
  • Police Special Grant (£15m) – A contingency fund which will support forces facing unplanned or unexpected additional pressures which place them at financial risk.
  1. Contribution to Police and Crime Plan outcomes

If successful the bid will actively support the policing and corporate priorities included in the refreshed Police and Crime Plan as set out below.

  1. Consultations carried out

The proposed PIF bid initiative has had exploratory work done in relation to its impact (if successful) on relevant operational and support departments in order to populate the bid template. 

  1. Financial Implications/Value for money

In approving the bid identified within this decision notice where NYP will be the lead the Commissioner will be seeking the full amount of funding from the Police Innovation Fund.  If successful the Commissioner will not be committing to provide any funding locally to support the implementation, development and delivery of the scheme.

  1. Legal Implications

Having read this report and having considered such information as has been provided at the time of being asked to express this view, the Acting Force Solicitor and Head of Legal Services is satisfied that this report does not ask the PCC for North Yorkshire to make a decision which would (or would be likely to) give rise to a contravention of the law. 

  1. Equality Implications

There are no Equalities implications arising from the submission of the bid to support the recommended initiative.  There will be active consideration of any Equality implications arising from the implementation of the initiative should it be successful.

  1. Human Resources Implications

No people related issues are noted in relation to this proposal other than additional  resourcing implications should they be required to facilitate implementation.

Public Access to information

The Police and Crime Commissioner wishes to be as open and transparent as possible about the decisions he/she takes or are taken in his/her name. All decisions taken by the Commissioner will be subject to the Freedom of Information Act 2000 (FOIA).

As a general principle, the Commissioner expects to be able to publish all decisions taken and all matters taken into account and all advice received when reaching the decision. Part 1 of this Notice will detail all information which the Commissioner will disclose into the public domain. The decision and information in Part 1 will be made available on the NYPCC web site within 2 working days of approval.

Only where material is properly classified as restricted under the GPMS or if that material falls within the description at 2(2) of The Elected Local Policing Bodies (Specified Information) Order 2011 will the Commissioner not disclose decisions and/or information provided to enable that decision to be made.
