Executive Summary and recommendation
This Decision Notice provides the Commissioner with the overview of the Police Innovation Fund bids that are recommended for submission by North Yorkshire Police. These have been developed to support the key priorities within the Police and Crime Plan and to compliment the Commissioners investment in services.
It is recommended that the Commissioner approve the following bids for submission with North Yorkshire Police as lead force. These will be progressed as initiatives following notification of successful bids:
- Rehabilitation Advisor Service
- Support Services for High Risk / Need Victims
- Shared Estates with Community Partners and Blue Light Services
- Covert use of overt Automatic Number Plate Recognition (ANPR) assets for rapid deployment
In addition to the four bids outlined in this decision notice, the PCC will be aware of a collaborative bid which North Yorkshire will be party to if successful, namely:
- Shared Data Centre
- STORM – command and control collaboration
The Commissioner is invited to confirm formal support for these bids.

Part 1 – Unrestricted facts and advice to the PCC
- Introduction and background
1.1. The Minister for Policing, Criminal Justice and Victims wrote to all Police and Crime Commissioners (PCCs) on 6 October 2014 detailing the timetable for the 2015/16 Police Innovation Fund and invited nominees for the Police Innovation fund event held on 6 November 2014. The Commissioner had representation at the briefing where the detailed arrangements for the 2015/16 bidding round were set out.
1.2. Bidding for the Police Innovation Fund 2015/16 formally opened on 3 November 2014 and was due to close on 12 December 2014, however the window was extended to 2 January 2015. As with the previous bidding round any bid requires formal sign off by the Commissioner. This Decision Notice once signed will comply with these requirements in full.
1.3. The funding for the Police Innovation Fund has been adjusted since the 2014/15 to the effect that the available fund has increased from £50m and now totals £70m. As with the previous year the source of the funds is effectively a reallocation of funds previously allocated to Police and Crime Commissioners. It is recognised that this is a trend that is likely to continue and as a result there is a need to focus effort in order to prepare competitive bids that complement the priorities identified in the recently refreshed Police and Crime Plan.
1.4. The development of the bids has been overseen and directed by a working group that was led by the Commissioner’s Chief Executive Officer and the Deputy Chief Constable. The group has been active in reviewing bid ideas and has provided direction in order that a small number of bids can be progressed are recommended to the Commissioner for submission for the 2015/16 funding round.
1.5. This Decision Notice provides the Commissioner with the overview of the Police Innovation Fund bids that are recommended for submission by North Yorkshire Police as lead Force. These have been developed to support the key priorities within the Police and Crime Plan and to compliment the Commissioners investment in services.
- Matters for consideration
2.1. The working group have narrowed the bids that are recommended to progress to submission to the 2015/16 bid as set out below.
2.2. Rehabilitation Advisor Service (Appendix 1)
This service would target those frequent (high demand) North Yorkshire offenders with accommodation, employment or mental/physical health needs not currently receiving National Probation Service (NPS) or Community Rehabilitation Company (CRC) supervision or related support services. Aim to reduce the frequency and / or severity of their offending (i.e. demand on force resources) and create long term sustainable lifestyles for individuals on programme beyond criminality.
If successful the financial implications of this bid for the Commissioner are to fund 42% of the total cost of the initiative in 2015/16 and 2016/17. This equates to £105,525 in 2015/16 and £140,700 in 2016/17.
2.3. Support Services for High Risk / Need Victims (Appendix 2)
This bid would see the enhancement of services available to high risk victims of domestic and sexual abuse. If successful the bid would support the development of a combination of 4 key services as follows. Domestic Abuse Referral Centre (DARC); Domestic Abuse & Sexual Abuse Early Intervention; Independent Victim Adviser (IVA); and Counselling support services.
If successful the financial implications of this bid for the Commissioner are to fund 42% of the total cost of the initiatives included in this bid in 2015/16 and 2016/17. This equates to £69,993 in 2015/16 and £81,900 in 2016/17.
2.4. Shared Estates with Community Partners and Blue Light Services (Appendix 3)
This bid would support North Yorkshire Police and identified partners in seeking to reduce their estate related running costs by improving facilities and reducing the footprint of their estate where appropriate. There is a definite opportunity to develop wider sharing of services with both community and blue light partners. North Yorkshire Police are currently reviewing the Estates Strategy and are in the process of embarking upon a radical estates evaluation in order to downsize the current estate and collocate with partners wherever practicable. This will enable further innovation in the way that shared service are delivered to the public.
If successful the financial implications of this bid for the Commissioner are to fund 50% of the total cost of the initiatives included in this bid in 2015/16. This equates to £893,997 in 2015/16 .
2.5. Covert use of overt ANPR assets for rapid deployment (Appendix 4)
This bid proposes to take existing ANPR rapidly deployable technology (self climbing, internally powered cameras that over short periods of 2-3 days max could be used to respond to immediate ANPR problems) and adapt them for additional covert purpose. In this way assets and utilisation can be increased to provide overt and covert activity. In addition by being outwardly overt these assets can be deployed during daylight hours without the requirement for significant demand upon Technical surveillance resources.
If successful the financial implications of this bid for the Commissioner are to fund 50% of the total cost of the initiative in 2015/16 and 2016/17. This equates to £100,000 in 2015/16 and £15,000 in 2016/17.
- Other options considered, if any
Other initiatives were considered by the working group but were not thought suitable for progression in this round of PIF bids.
- Contribution to Police and Crime Plan outcomes
If successful the bids will actively support the policing and corporate priorities included in the refreshed Police and Crime Plan as set out below.

- Consultations carried out
The proposed PIF bid initiatives have been agreed by the working group. Each individual submission has had input from relevant operational and support department in order to populate the bid template.
- Financial Implications/Value for money
In approving the four bids identified within this decision notice where NYP will be the lead the Commissioner will be seeking £1,558,779 in funding from the Police Innovation Fund. If all four bids are successful the Commissioner will also be committing to provide £1,407,115 of funding locally to support the implementation, development and delivery of the schemes.
The PCC’s contribution to these bids, if successful, will come from either internal resources and/or earmarked reserves and are therefore affordable.
The bids referenced in the report to which NYP is party to, but not the lead, do not directly commit the PCC to any financial support for those schemes.
- Legal Implications
Having read this report and having considered such information as has been provided at the time of being asked to express this view, the Acting Force Solicitor and Head of Legal Services is satisfied that this report does not ask the PCC for North Yorkshire to make a decision which would (or would be likely to) give rise to a contravention of the law.
Any specific legal issues which arise as each project progresses, if the bids are successful, will be dealt with as business as usual.
- Equality Implications
There are no Equalities implications arising from the submission of bids to support the recommended initiatives. There will be active consideration of any Equality implications arising from the implementation of the initiatives on a case by case basis.
- Human Resources Implications
No overt people issues noted in relation to these proposed bids for funding other than the requirement to consider the potential longer term impact of such proposals on current employees. This particularly relates to any communications in relation to estates proposals that may have relocation consequences which will be subject to consultation with employee representation. Also if the bids are successful, the resourcing and management of any new employees should be carefully managed through the normal workforce planning routes with support from Human Resources and Finance.
Public Access to information
The Police and Crime Commissioner wishes to be as open and transparent as possible about the decisions he/she takes or are taken in his/her name. All decisions taken by the Commissioner will be subject to the Freedom of Information Act 2000 (FOIA).
As a general principle, the Commissioner expects to be able to publish all decisions taken and all matters taken into account and all advice received when reaching the decision. Part 1 of this Notice will detail all information which the Commissioner will disclose into the public domain. The decision and information in Part 1 will be made available on the NYPCC web site within 2 working days of approval.
Only where material is properly classified as restricted under the GPMS or if that material falls within the description at 2(2) of The Elected Local Policing Bodies (Specified Information) Order 2011 will the Commissioner not disclose decisions and/or information provided to enable that decision to be made. In these instances, Part 2 of the Form will be used to detail those matters considered to be restricted. Information in Part 2 will not be published.
