012/2014: Appointment of Independent Member of the Joint Independent Audit Committee – 26 September 2014
Executive Summary and recommendation:
In accordance with the statutory Code of Practice for Financial Management in the police service, Police and Crime Commissioners and Chief Constables must establish joint Audit Committees made up of persons independent of the Office of Police and Crime Commissioner and the Police Service. The arrangements for the Joint Independent Audit Committee(JIAC) were put in place by way of Decision Notice 02/2012.
The JIAC for North Yorkshire currently has 2 vacancies for such independent persons. This proposal recommends the appointment of Steven Hawksworth, who has extensive experience of managing corporate compliance programmes, corporate governance, risk management, audit and assurance functions and regulatory affairs; implementing changes to corporate governance, risk management and internal control; undertaking investigations into risk and control failures and providing independent assurance to Boards and Audit and Risk Committees.
The Chief Constable has been consulted and assents to this appointment.
This report seeks approval for the appointment of Steven Hawksworth as a member of the JIAC.

In accordance with the statutory Code of Practice for Financial Management in the police service, Police and Crime Commissioners and Chief Constables must establish joint Audit Committees made up of persons independent of the Office of Police and Crime Commissioner and the Police Service.
The North Yorkshire JIAC currently has three independent members. The preferred membership is 3 – 5 members. In July 2014 interviews were held to appoint 1 – 2 new members of which one individual was successful, which brings the panel membership to four.
Vetting checks have been undertaken and completed for this appointment.

The Police and Crime Commissioner wishes to be as open and transparent as possible about the decisions he/she takes or are taken in his/her name. All decisions taken by the Commissioner will be subject to the Freedom of Information Act 2000 (FOIA).
